This border consists largely of rugged terrain that is difficult to patrol. Mexican traffickers have mastered deportee methods over this border. What the Cali Cartel lacks in location for transportation, they shuffling up in location for raw materials. Because of the large amount of corruption in the Mexican government, the Tijuana cartel flourishes.Both of these cartels are custom ma de for the area they are located in. If the systems were to switch geographic locations, they would not be nearly as successful. all over the years, the groups have molded to form the perfect fit for a drug cartel to operate in their specific area. As things change, the group changes, it is because of their plastic nature that they have lasted so long.
